What forum software is the best from your experience?

Would like to host one of my clients websites, it is forum discussion board about different vehicles.
Require over 50 gbs of SSD and the opportunity to upgrade to bigger account.
Do you think VPS will work fine? What vps host is better from your views: NetShop-isp.com.cy or other one?
As for forum software, I know these are good: vBulletin, phpBB. What is better?

Ask the hosting provider how often have they faced downtime in past. The ideal answer should be never but even the best of hosting providers have experienced downtime occasionally.
